Tjaco van den Hout (The Netherlands)

Between 1975 and 2011, Mr Van den Hout’s career has alternated between diplomacy and law. Since 2011, it has been associated with academia. He joined the Dutch diplomatic service in 1975 and served at different posts in Africa, Asia and the U.S. after which he returned to the Foreign Ministry in The Hague where he was appointed Under Secretary (Deputy Permanent Secretary).

He left diplomatic service in 1999 to take the helm at the Permanent Court of Arbitration in The Hague (PCA) and was unanimously re-elected for a second five-year term in 2004. During his nine years as the PCA’s secretary-general he oversaw the organization’s modernization and readjustment to the international community’s changing needs with regard to international dispute resolution. Membership of the PCA increased sharply during this time as did its docket. The PCA currently has almost 100 cases active – State/State arbitrations and State/non-State arbitrations (see www.pca-cpa.org).

Close to the end of his second five-year term he stepped down and returned to diplomatic service. He was appointed Netherlands ambassador to Thailand, Myanmar (Burma), Cambodia and Laos in 2008, residing in Bangkok. When his wife, a Latvian diplomat, was appointed director-general at the Latvian Foreign Ministry in the middle of 2011, he resigned to join his family and settled in Riga where he now lives.

He is currently director of the Advanced Programme in Law and Economics and visiting professor at the Riga Graduate School of Law where he teaches public international law.
