Arthur Harverd (U.K)

Arthur is a London based independent chartered accountant and chartered arbitrator, previously having been a senior partner in the City of London firm of Hacker Young chartered accountants.

He has been appointed as arbitrator on over 750 occasions covering disputes in the commercial, financial services, insurance and accountancy areas and the financial aspects of professional sport. He also acts as an expert accountant in litigation and arbitration cases, and has been profiled in the Law Society Gazette as an expert recommended by solicitors. He has been appointed as expert to tribunals comprising some of the world’s most distinguished arbitrators and a retired Court of Appeal judge. He headed a team of chartered accountants formed by the Institute of Chartered Accountants in England and Wales to give accountancy assistance to the Metropolitan Fraud Squad and to other Scotland Yard departments and has taken part in many high-profile fraud and other criminal trials and investigations.

Arthur is also involved in professional disciplinary and complaints issues. Between 2004 and 2015 he was a member of the disciplinary tribunal panel of the most senior disciplinary body covering all six professional accountancy institutions in the United Kingdom and Republic of Ireland under the auspices of the Financial Reporting Council. He is a past Chairman of the Professional Conduct Committee of The Chartered Institute of Arbitrators and has acted as Complaints Examiner to the Faculty and Institute of Actuaries, and has sat on sports related disciplinary hearings.

Active in the public sector, Arthur has twice been appointed as a Department of Trade and Industry Inspector and served a secondment in the Central Policy Review Staff (Prime Minister’s Think Tank) in the Cabinet Office. Since 1999 he has been a member of the UK government’s Enemy Property Claims Assessment Panel initially under the Chairmanship of the late Rt Hon Lord Archer of Sandwell QC. In 2012 Arthur was appointed by the Secretary of State for Business as Deputy (Acting) Chairman of this Panel and in 2015 he was appointed Chairman. He has participated in World Bank funded assignments for governments in Africa and East Europe and was an appeals arbitrator for the International Commission for Holocaust Era Insurance Claims.

Arthur is a past Chairman of Council of The Chartered Institute of Arbitrators, a past Chairman of the Board of Directors of the London Court of International Arbitration, and is a founder member of the Board of Directors of the International Dispute Resolution Centre, London.

Arthur was awarded an MBE for services to arbitration in the 2021 New Year’s Honours List.
